The Historic Verdict

      Cauvery issue was a century long issue begun in 1892 between erstwhile Mysore Kingdom and Madras Presidency. Cauvery originates from Kodagu hills in Karnataka and flows through Tamilnadu. A series of negotiations took place between both parties, all ended in failure. There were improvements in post Independence era especially after 1980's.

       In 1990, Supreme Court ordered to constitute Cauvery Water Dispute Tribunal(CWDT) which gave temporary solution to this issue.In 1991 CWDT announces an interim judgement in favour of Tamilnadu. But it could not be implemented. So, then BJP led government formed Cauvery River Authority to carry out CWDT's Judgement. There were widespread protests in Karnataka. In 2002 A.B.Vajpayee himself chaired Cauvery River Authority and negotiated which too could not reach a conclusion.

       In 2007 after 17 years, CWDT announced its final decision on water sharing issue with the displeasure of Karnataka. Karnataka never released water as directed by CWDT but only during the times of heavy monsoon. Tamilnadu government, in order to find a permanent solution requested the centre to form Cauvery Management Board(CMB) and Cauvery Water Regulation Committee(CWRC) in 2013. The central government formed a Supervisory Committee to check the ongoing crisis in Cauvery regions.

  • Supreme Court clearly mentioned that no state can claim ownership over a river passing through different states. 
  • It upheld the 2007 decision of CWDT but made a small change by reducing 14.75 tmc to Tamilnadu.
  • With this historical judgement Karnataka will get 284 tmc where Tamilnadu will get an annual share of 404 tmc.
  • Moreover the court directs the Centre to constitute Cauvery Management Board(CMB) within fourty days.
  • CMB was Tamilnadu's long pending demand. The formation CMB may give solutions for this 120 year old issue.
  • In the verdict the court spelled out that the Judgement will be valid for next fifteen years and should not be changed.

     The political parties are only trying to take credits or to put blame on the other instead of taking next course of action, in the cases of Mullai periyar and now Cauvery. TN govt called for a all-party meet on Feb 22 to discuss about the verdict.
